  Good news keeps coming from Guangdong's economy. The first-quarter GDP grew by 12.5%, and the cumulative industrial added value for the first five months increased by 17.7%, exceeding the first quarter again, with environmental protection and housing security investment increasing by 100.1% and 75.2% respectively. Harmonious economic and social development.
  In 2009, Guangdong was severely impacted by the international financial crisis, but it made a stunning turnaround in 2010. Guangdong has fully emerged from the gloom and fought a spectacular counterattack.
  In this turnaround, people were the decisive factor.
  Guangdong's 200,000 party branches and more than 4.28 million Communist Party members, this tested "iron army", has become the backbone force driving the healthy development of the economy and society, like a pillar amidst raging waves.
  "Scientific development" is based on "emancipating the mind"; Guangdong's experience contains a national perspective.
  Why was this battle fought so well? Some say it's the pioneering spirit of the vanguard of reform and opening up, the spirit of daring to be the first under heaven. The most important of these explanations is the Guangdong officials' determination and wisdom in reflecting on the past, creating the future, and achieving scientific development. Originating from the top leadership in Guangdong, the wave of ideological emancipation has greatly increased the confidence and motivation of party and government officials across the province in practicing scientific development.
  In 2007, the top priority for Wang Yang, member of the Politburo of the CPC Central Committee and Secretary of the Guangdong Provincial Committee, newly appointed to Guangdong, was ideological emancipation: "For Guangdong to continue to be at the forefront of the nation, it must first be at the forefront of ideological emancipation." He repeatedly reminded officials to have a sense of urgency, to be prepared for danger in times of peace, and to move away from the traditional economic growth model as soon as possible, and to transform the development mode.
  In the second half of 2008, the international financial crisis came overwhelmingly, highlighting the danger of the traditional mode for Guangdong, whose foreign trade dependence was as high as 155%.
  At the arrival of the financial crisis, the study and implementation of the scientific outlook on development were in full swing in Guangdong's political arena. Party and government officials reacted quickly: the difficult time of responding to the crisis was also a key moment to make bold reforms, change the development model, and practice scientific development.
  Plan before acting. In early spring of 2009, Wang Yang, member of the Politburo of the CPC Central Committee and Secretary of the Guangdong Provincial Committee, led a team of "top leaders" from the nine cities of the Pearl River Delta, sharing meals, accommodations, and even the same car. Starting from Foshan and ending in Guangzhou, the 9-day trip covered 2300 kilometers, with one city a day and nine on-site meetings, diagnosing, planning, forging alliances for development and boosting reforms. This situation also occurred in the subsequent meetings in eastern and western Guangdong, resulting in a far-reaching ideological storm and the exploration of "collective breakthroughs" in Guangdong's political arena.
  One Party member is one flag. Upon the outbreak of the international financial crisis, export-oriented enterprises were the first to be affected. At this critical moment, the Party organization acted promptly, sharing weal and woe with "new and non-public economic organizations".
  Zhuhai Hansheng Technology Co., Ltd., at the end of 2008, was affected by the financial crisis and had a large reduction in foreign orders, and many employees became pessimistic. The company's Party committee, known as a "national advanced grassroots party organization", stepped forward, leading everyone in earnestly studying and practicing the scientific outlook on development, and proposed seeking opportunities amidst difficulties through technological upgrading, quality, and service improvement. The company adopted the Party committee's suggestion, developing both emerging markets and domestic and international markets, and achieved success, with output value reaching 2.1 billion yuan and sales increasing by 38% year-on-year in the first half of 2009.
  Guangdong, the vanguard that blazed a new trail for reform and opening up 30 years ago, once again stepped forward during the fierce international financial crisis, to explore the transformation of the economic development model.
  "Dual transfer", "dual improvement", "dual solution", a series of scientific development measures were rapidly implemented in Guangdong, ensuring growth, adjusting the structure, promoting transformation, and benefiting people's livelihood, outlining a clear path for Guangdong's transformation of the development model. On May 12, Guangdong issued 40 Opinions on Accelerating the Transformation of the Economic Development Model, drawing a clearer practical path map for the transformation of the development mode and once again sounded the clarion call to be a vanguard in scientific development.
