From November 2nd to 3rd, 2016, Liu Lihua, Vice Minister of the Ministry of Industry and Information Technology, led a team to Zhuhai, Guangdong Province, to conduct a special investigation on the reform of state-owned enterprises and industrial transformation and upgrading. The investigation team conducted on-site investigations of state-owned and state-participated enterprises such as Zhuhai Hansheng Technology Company, AVIC General Aircraft Company, Zhuhai Gree Electric Appliances Co., Ltd., and Zhuhai Gree Intelligent Equipment Company, and listened to reports from the heads of relevant enterprises and opinions and suggestions on promoting the reform of state-owned enterprises and industrial transformation and upgrading.
During the investigation, Liu Lihua pointed out that in recent years, central and local state-owned enterprises have made positive explorations and beneficial attempts in deepening institutional and mechanism reforms and strengthening Party building, and have also achieved many valuable experiences. These good experiences and practices should be carefully summarized and reported and promoted to relevant national departments in a timely manner. Liu Lihua emphasized that technological innovation is the cornerstone and fundamental driving force for enterprise development, and is also the key to determining the success or failure of enterprise transformation and upgrading. It is necessary to vigorously implement the innovation-driven strategy, continuously optimize the layout structure of state-owned capital, strengthen investment in R&D, talent cultivation, and cross-border technology mergers and acquisitions, use technological innovation to lead enterprise transformation and upgrading, and truly achieve innovation-driven development. He pointed out that while enhancing the enterprise's hard power, it is necessary to pay attention to the creation and improvement of the enterprise's "soft power" elements, such as internal management, industrial design and brand building, corporate culture cultivation, and the fulfillment of social responsibilities, to form the enterprise's own development momentum and vitality, and lay a solid foundation for the sustainable operation and healthy development of the enterprise.
Officials from the Department of Policies and Regulations, the Department of Equipment Industry of the Ministry of Industry and Information Technology, as well as the Zhuhai Municipal Government and the Municipal Bureau of Science, Technology and Industrial Information accompanied the investigation.
